biggest fish shovel 40lbs

I want to start fishing for blue's as well as shovel what is the best way to fish cut shad or what ever cut bait I might be using on bottom or with a float any advise is welcome. ???

i fish with a float 4 both ! i do pretty well with a float and catch both shovels and blues on cutbait.
